In a medium bowl, stir oatmeal, sugar, butter, rice syrup, 1/2 cup peanut butter and vanilla together. Press into ungreased 9×13 glass pan. Bake 20 minutes at 350. In a small saucepan, melt chocolate chips and remaining peanut butter on low heat. Spread over warm bars. Chill 30-45 minutes in refrigerator.
